Hasland Toll Bar public conveniences were closed in 2016, with alternative wc facilities provided in the adjacent Eastwood Park.
The toilet block provides single storey accommodation measuring approx. 20 sqm(216 sq ft) on a net internal area basis. The toilet block has a flat roof, with rendered front elevation.
External storage or use in Eastwood Park will NOT be permitted and access must be taken from Hasland Road only. Please note there is no external area of the Park included within the disposal and use of the Park will not be permitted.

Interested parties are recommended to contact the statutory undertakers to satisfy themselves that services are available, suitable and of sufficient capacity for their proposed use.
Please note there is an electrical cupboard which runs from the front of the building to the back and is located in the middle portion of the building. The supply within the cupboard serves the Fair when it visits the Park. If the proposed use requires removal of the electrical supply cupboard, then the prospective applicant will be required to pay for the cost of relocating this supply to a new feeder pillar to be installed outside of the building and within the Park boundary. The estimated cost for this will be approximately £8,000.
Alternatively, if feasible and subject to any proposed conversion plans the applicant may have, the existing electricity supply could be altered by sub-metering it, and making a fixed payment for electricity used per visit by the Fair with new external plug socket(s) to be located in an external box. The cost of these alterations would again need to be borne by the prospective applicant and are estimated at approximately £1000. In this instance, the Council would need to reserve rights to access the cupboard, and take meter readings in order to invoice the Fair.

Please note Chesterfield Borough Council has introduced Community Infrastructure Levy (CIL) with effect from the 1st April 2016. Under the CIL charging scheme, CIL applies to retail uses A1-A5. There is a standard rate of £80 per sq.m across the Borough, which is subject to index linking.

However, the CIL Regulations do allow for an exemption for minor development (Regulation 42). Liability to CIL does not arise for a development which on completion will be below 100sq.m. We understand in this case on the basis of the floor area, there will be no CIL charge.

Fitness for use
The property is offered ‘as seen’ in its existing condition for disposal by way of a 99 year long leasehold interest from a date to be agreed. Fitness for any purpose or use is not guaranteed by the Council and the applicant should make its own enquiries regarding the suitability of its proposed use.
There will be restrictions in the Lease on the use of the building, so that uses that compete with the Council’s activities or services in the adjoining Park are not adversely affected or brought into disrepute. External advertising on the building or railings will not be permitted, neither will external storage or use of the Park in any form whatsoever. Access must be taken from Hasland Road only. A copy of the draft lease can be provided on request. Applicants are advised to read this carefully, to satisfy themselves that their use would be acceptable, before making an offer.
Basis of disposal
Chesterfield Borough Council own the freehold interest of the property. It is registered under Title Number DY450600. A copy of the title is available to download on the Council’s marketing website or upon request.
The site is offered for disposal by way of a 99 year long leasehold interest by informal tender. Offers are invited in excess of £10,000. Please note the Council has not opted to tax on the subject property and therefore VAT is not applicable.
An additional charge of 1% of the agreed price will be made by the Vendor on completion to cover the Council’s legal costs incurred in the disposal.
