Anti-social behaviour and hate harassment

Our specialist response to serious anti-social behaviour and hate harassment is provided by the estate and neighbourhood officers in the Neighbourhoods Team. We may also become involved where anti-social behaviour is caused by people who are not council tenants and we are concerned about the effect of this behaviour on the neighbourhood and the wider community. The details of our response to anti-social behaviour and hate harassment is given in our written procedures and policies. These procedures specify:

  • how quickly we respond under which circumstances
  • how investigations are conducted
  • how we communicate with victims and those accused of causing anti-social behaviour and hate harassment
  • what action we will take

Service standards for serious anti-social behaviour and harassment

The service will be available between:

  • 8.30am and 5pm on Mondays, Tuesdays and Thursdays
  • 10am and 5pm on Wednesdays
  • 8.30am and 4.30pm on Fridays

We will follow our written procedures on responding to anti-social behaviour, including hate harassment.

We will train our staff to carry out this procedure and review the training if necessary.

We will work to persuade the people who are causing anti-social behaviour and hate harassment to stop. This may involve working with the police and other organisations.

We will take any appropriate action, including legal action if necessary.

We will organise work needed to make a victim’s home safe.

In very exceptional circumstances, we will consider finding the victim or witness another home.

We will carry out investigations impartially.

When a person reports to us that a council tenant has engaged in serious anti-social behaviour (for instance, violence) or hate harassment, we will offer a visit or office interview with the person who reported the problem to take place within one working day of receiving the report. We will also attempt to interview the person accused of causing the problem and any witnesses within three working days of the interview with the person who reported the problem.

When a person reports to us that a council tenant has engaged in standard level anti-social behaviour or nuisance (for instance noisy, rowdy behaviour), we will offer an interview with the person who reported the problem to take place within five working days of receiving the report. We will also attempt to interview the person accused of causing the problem within five working days of the interview with the person who reported the problem.

We will consider requests for the involvement of a mediation service.

We will update people who report anti-social behaviour on the progress of their case. We will agree with them how often they would like to be updated.

We will provide support to people who are reporting anti-social behaviour, either through our own or other council officers, or by referring to organisations such as Victim and Witness Support.
