Join Chesterfield Borough Council as our HR transformation and development manager and help shape and drive the delivery of our People Plan. You’ll lead organisation-wide programmes that strengthen culture, employee engagement and wellbeing, modernise HR processes and build leadership capability - helping our workforce to deliver excellent services for our communities.
About the role
As our HR transformation and development manager, you’ll work with senior leaders to bring our people plan to life and drive its delivery across the Council. You’ll lead change that strengthens culture, engagement and wellbeing, modernises HR processes and builds leadership capability - supporting great public services.
To bring the people plan to life, you’ll focus on the following priorities:
- lead and deliver a council-wide culture, engagement and wellbeing plan - using insight and feedback to improve the employee experience.
- lead the HR transformation roadmap, improving end-to-end employee lifecycle processes to be modern, efficient and people centred.
- drive digital HR improvements, including automation, self-service and stronger management information.
- design and coordinate corporate learning and development that builds leadership capability, agile working and digital skills.
- lead projects end-to-end (planning, risk, delivery and evaluation) and champion continuous improvement.
About you
You don’t need local government experience to succeed - what matters is your ability to lead meaningful change. You’ll be credible with senior leaders, confident translating strategy into practical plans, and skilled at bringing people with you through consultation, clear communication and delivery focus.
You’ll also be able to demonstrate:
- significant experience at HR business partner level (or equivalent), with a track record of leading organisation-wide transformation, OD activity or culture change.
- strong HR/OD knowledge (including employee engagement and wellbeing) and the ability to influence, coach and challenge constructively.
- experience improving HR processes and ways of working, including digital HR, automation and self-service, with a focus on user experience and compliance.
- strong analytical skills, with confidence using workforce data to identify trends, risks and practical actions.
